While the protection of seas and oceans is increasingly recognised in climate and biodiversity regimes, it remains the least funded global environmental goal. Blue bonds have emerged to channel private finance toward marine and freshwater protection, beginning with Seychelles’ 2018 issuance. This project critically assesses whether different blue bond modalities align with international environmental and human rights law. The research draws on doctrinal analysis and case studies in the Seychelles, Belize, and the Nordic-Baltic region. It adopts a socio-legal perspective informed by critical legal theory and political ecology. Some research findings that will be shared in this seminar include how selected blue bonds fail adequate demonstration of environmental additionality and generate tensions with common but differentiated responsibilities and respective capabilities principle.

About the Speaker:

Arınç Onat Kılıç is a doctoral researcher and teaching assistant at the Faculty of Law at the University of Antwerp (Belgium). Nine country case studies by African scholars provide the most comprehensive documentation of digital ID in their country to date. The chapter authors provide the most sustained conceptual analysis of the forces driving the rapid roll-out of biometric identification systems, asking who benefits, what are the impacts on human rights, and what power interests are served by the billions of dollars being invested in digital-ID and digital public infrastructure more widely? In none of the countries studied did citizens ask for the introduction of biometric digital-ID, prompting the question whose agenda is it? The evidence presented in the book suggests that an alignment of security, technology, funder and bureaucratic interests are driving this change and that already marginalised ethnic and low-income groups are often negatively impacted.

About the Speaker

Dr. Tony Roberts is an Emeritus Research Fellow at the Institute of Development Studies.
